The District will hold a public hearing on November 14, 2013 at 9:00 AM, or as soon thereafter as may be heard, to consider proposed amendments to the following rules:
District Rule 4308 (Boilers, Steam Generators, and Process Heaters – 0.075 MMBtu/hr to less than 2.0 MMBtu/hr) Proposed amendments would lower the NOx emission limit for 0.075-0.4MMBtu/hr sized instantaneous water heaters to 20 ppmv, and clarify existing rule requirements. Also, units with a rated heat input capacity of 0.4 MMBtu/hr to less than 2.0 MMBtu/hr shall not exceed the CO limit of 400 ppm @ 3% stack gas oxygen by volume on a dry basis. This rule applies to any person who supplies, sells, offers for sale, installs, or solicits the installation of any boiler, steam generator, process heater, or water heater with a rated heat input capacity greater than or equal to 75,000 Btu/hr and less than 2,000,000 Btu/hr.)
District Rule 4702 (Internal Combustion Engines)
Proposed amendments would clarify rule applicability and clarify the existing NOx emission limit for lean-burn waste gas fired engines used in non-agricultural operations. Proposed amendments would not change existing emissions limits or rule applicability. (This rule applies to any internal combustion engine rated at 25 brake horsepower or greater.)
