Washington Regional Haze State Implementation Plan

The EPA is proposing to approve the Best Available Retrofit Technology (BART) determination for the TransAlta Centralia Generation LLC coal-fired power plant in Centralia, Washington (TransAlta). The Washington State Department of Ecology (Ecology) submitted its Regional Haze State Implementation Plan (SIP) on December 22, 2010 to meet the requirements of 40 CFR 50.308. On December 29, 2011 Ecology submitted an update to the SIP submittal containing a revised and updated BART determination for TransAlta. EPA plans to act on the remaining Regional Haze SIP elements for Washington in the near future.

Oregon Regional Haze State Implementation Plan

The EPA is proposing to approve portions of a State Implementation Plan (SIP) revision submitted by the State of Oregon on December 10, 2010. The action in this Federal Register notice addresses the remaining requirements of the CAA and EPA’s rules that require states to prevent any future and remedy any existing anthropogenic impairment of visibility in mandatory Class I areas caused by emissions of air pollutants from numerous sources located over a wide geographic area (also referred to as the “regional haze program”). In this action, the EPA proposes to approve the remaining regional haze SIP elements for which the EPA previously took no action in the July 5, 2011 notice.

Revisions to the California State Implementation Plan: Antelope Valley AQMD; Eastern Kern and Santa Barbara Co., APCDs

The EPA is taking direct final action to approve revisions to the Antelope Valley Air Quality Management District (AVAQMD), Eastern Kern Air Pollution Control District (EKAPCD), and Santa Barbara County Air Pollution Control District (SBCAPCD) portions of the California State Implementation Plan (SIP). Under authority of the Clean Air Act as amended in 1990 (CAA or the Act), the EPA is approving local rules that define terms used in other air pollution regulation in these areas and approving a rule rescission that addresses Petroleum Coke Calcining Operations—Oxides of Sulfur.

DATES: This rule is effective on July 3, 2012 without further notice, unless EPA receives adverse comments by June 4, 2012. If the EPA receives such comments, we will publish a timely withdrawal in the Federal Register to notify the public that this direct final rule will not take effect.

Revisions to the California State Implementation Plan: San Joaquin Valley Unified Air Pollution Control District

The EPA is proposing to approve revisions to the San Joaquin Valley Unified Air Pollution Control District (SJVUAPCD) portion of the California State Implementation Plan (SIP). These revisions concern volatile organic compound (VOC) emissions from wine storage. The EPA is approving a local rule that regulates these emission sources under the Clean Air Act as amended in 1990 (CAA or the Act). The EPA is taking comments on this proposal and plan to follow with a final action.

DATES: Any comments must arrive by May 30, 2012.

Interim Final Determination to Stay and Defer Sanctions: San Joaquin Valley Unified Air Pollution Control District

EPA is making an interim final determination to stay the imposition of offset sanctions and to defer the imposition of highway sanctions based on a proposed approval of revisions to the San Joaquin Valley Unified Air Pollution Control District (SJVUAPCD) portion of the California State Implementation Plan (SIP) published elsewhere in this Federal Register. The revisions concern SJVUAPCD Rule 4352, Solid Fuel Fired Boilers, Steam Generators and Process Heaters.

DATES: This interim final determination is effective on April 26, 2012. However, comments will be accepted until May 29, 2012.

Revisions to the California State Implementation Plan: San Joaquin Valley Unified Air Pollution Control District

These revisions concern oxides of nitrogen (NOX) from solid fuel fired boilers, steam generators and process heaters. The EPA is approving a local rule that regulates these emission sources under the Clean Air Act as amended in 1990 (CAA or the Act). The EPA is taking comments on this proposal and plans to follow with a final action.

Revisions to Arizona SIP: Pinal County Air Quality Control District

EPA is finalizing a limited approval and limited disapproval of a revision to the Pinal County Air Quality Control District portion of the Arizona State Implementation Plan (SIP). This action was proposed in the Federal Register on June 18, 2001 and concerns particulate matter (PM) emissions from stationary sources. Under authority of the Clean Air Act as amended in 1990 (CAA or the Act), this action simultaneously approves a local rule that regulates these emission sources and directs Arizona to correct rule deficiencies.

DATES: Effective Date: This rule iseffective on May 17, 2012.

EPA revises SIP for Placer and Sacramento Metropolitan Air Quality Management Districts

EPA is taking direct final action to approve revisions to the Placer County Air Pollution Control District (PCAPCD) and Sacramento Metropolitan Air Quality Management District (SMAQMD) portions of the California State  Implementation Plan (SIP). These revisions concern volatile organic compound (VOC) emissions from coatings and strippers used on wood products, wood paneling, and miscellaneous metal parts and products.  We are approving these local rules that regulate these emission sources under the Clean Air Act as amended in 1990 (CAA or the Act).

DATES: This rule is effective on January 20, 2012 without further notice, unless EPA receives adverse comments by
December 21, 2011.
